Donald Trump picks Dr. Heidi Overton to lead FDA: Who is she and why is her nomination controversial?

President Donald Trump has picked Dr. Heidi Overton to lead the US Food and Drug Administration, putting a relatively low-profile White House health adviser in line for one of the most powerful jobs in American public health. If confirmed by the Senate, Overton would take charge of an agency dealing with everything from drug approvals and vaccines to food safety and tobacco products. So, who is Heidi Overton?Overton is a physician and currently serves as deputy assistant to the president for domestic policy at the White House Domestic Policy Council. She has played a role in several of Trump’s second-term health initiatives and has become a familiar face at White House health policy events.Trump announced her nomination on Wednesday, praising her as a “smart” and respected figure who he said would help deliver on his priorities, including faster cures, medical innovation and lower drug prices. But the nomination comes with plenty of questions.

    Her medical and academic background

Overton has a medical degree from the University of New Mexico School of Medicine and a PhD in Clinical Investigation from the Johns Hopkins Bloomberg School of Public Health. She is also board-certified in Public Health and General Preventive Medicine. Before joining Trump’s second administration, Overton was chief policy officer and vice chair of the Center for a Healthy America at the conservative America First Policy Institute. She has also worked in the White House before. Overton was a White House Fellow in 2019-20, serving in both the Office of American Innovation and the Domestic Policy Council. Earlier in her career, she was a general surgery resident at Johns Hopkins and worked on health-care price and quality transparency.

A familiar face in Trump’s health agenda

Overton has been closely involved in several health policies pushed by the Trump administration. She has appeared alongside Trump during announcements involving drug pricing and other health initiatives. More recently, she stood with the president as he promoted an executive order aimed at changing the childhood vaccination schedule, including separating the measles, mumps and rubella vaccine into individual shots. The policy has drawn criticism from medical groups and some Republican lawmakers. Her views on abortion medication have also attracted attention. Overton has been critical of mifepristone, a drug commonly used for medication abortions, and has supported tighter restrictions around abortion pills. That record has made her a target of abortion-rights advocates.

Why is her FDA nomination controversial?

The FDA has been through a turbulent period.Former Commissioner Dr. Marty Makary resigned earlier this year, and the agency has faced major staffing losses and internal upheaval. More than 3,000 FDA employees have reportedly left amid the Trump administration’s broader changes at the agency.Overton would therefore be walking into a job that comes with a long list of unfinished business. She would also have to balance Trump’s push for faster drug approvals and less regulation with Health Secretary Robert F. Kennedy Jr.’s “Make America Healthy Again” agenda. Her lack of extensive management experience has already raised concerns. Republican Sen. Bill Cassidy, a physician who chairs the Senate Health, Education, Labor and Pensions Committee, said he respects Overton’s medical background but has “strong concerns” about her nomination, particularly her involvement in the recent vaccine policy.Democrats have been even more critical, portraying Overton as too closely aligned with the administration’s positions on abortion and vaccines.

What would she face at the FDA?

If the Senate confirms her, Overton would inherit an agency dealing with some unusually complicated questions. The FDA is working on drug approval reforms, food safety, regulation of nicotine products and policies around vaccines and other widely used medicines. It is also dealing with debates over ultraprocessed foods and new ingredients in packaged foods. At the same time, the agency continues to monitor foodborne illness outbreaks and other public health threats. There are also bigger questions about the FDA’s relationship with the pharmaceutical and biotechnology industries. Drugmakers and investors have pushed for faster and more predictable approvals, while critics worry that speeding up the process could weaken safety oversight.Overton’s nomination suggests that Trump wants someone in the FDA’s top job who is already familiar with his administration’s health priorities. But whether she can steady an agency that has gone through so much disruption will be the bigger test. For now, Overton still needs to clear the Senate. Her confirmation hearings are likely to put her medical background, management experience and positions on vaccines, abortion medication and FDA regulation under a much brighter spotlight.
