    Maharashtra ends institutional rounds for private medical colleges, tightens rules against seat blocking

    Maharashtra ends institutional rounds for private medical colleges, tightens rules against seat blocking
    Maharashtra has introduced major reforms to undergraduate medical and dental admissions by discontinuing institutional rounds in private colleges and shifting all admissions to the centralised CAP counselling process. The state has also imposed a two-year admission ban on candidates who fail to join seats allotted in the final round, aiming to curb seat blocking and improve transparency.

    The Maharashtra government has introduced sweeping changes to the undergraduate medical and dental admission process, bringing an end to institutional rounds in private colleges and making the Common Admission Process (CAP) the only route for admissions.The move is aimed at making admissions more transparent and plugging loopholes that, for years, had drawn criticism from students, parents, and education activists.Alongside this, the government has announced a strict penalty for candidates who block seats in the final counselling round but do not take admission. Such students will now be barred from applying for undergraduate medical and dental courses in Maharashtra for the next two academic years.

    Private colleges lose institutional admission rounds

    The Medical Education and Drugs Department notified the revised admission rules on Thursday. Under the new framework, every undergraduate medical and dental seat—including those available in stray vacancy rounds—will be filled only through the State Common Entrance Test (CET) Cell’s Common Admission Process.Earlier, seats that remained vacant after the CAP rounds were handed over to private colleges, which conducted their own institutional rounds before the admission deadline. Those rounds often became a source of controversy, with allegations of non-transparent allotments and high fee demands. With the latest decision, that practice has come to an end.

    CET cell to handle counselling till the last date

    The responsibility of filling seats will now remain with the CET Cell until the admission cut-off date. Officials said that if seats remain vacant even after all CAP rounds are completed, they will simply remain unfilled. Colleges will no longer be allowed to conduct a separate admission process after the centralised counselling ends.According to officials, the change is expected to ensure that colleges make every effort to fill seats during the official counselling process instead of waiting for institutional rounds.

    New rule targets seat blocking

    The government has also taken aim at seat blocking, a recurring issue during medical admissions. Under the revised rules, candidates who receive a seat in the final round of counselling but fail to join will not be eligible to seek undergraduate medical or dental admission in Maharashtra for the next two academic sessions.Officials believe the provision will discourage students from holding on to seats while hoping to secure a preferred college through institutional rounds, an option that will no longer exist.The expectation is that students will make more considered choices during counselling, reducing the number of seats that go vacant at the end of the admission process.

    Free exit after first round remains unchanged

    The latest reforms do not alter the existing “free exit” policy after the first round of CAP counselling. Candidates can still withdraw after the first round without facing any penalty. However, those who surrender a seat after the third round will continue to remain ineligible for subsequent rounds, as per the existing admission rules.

    A shift towards a single admission system

    The abolition of institutional rounds marks one of the biggest changes to Maharashtra’s undergraduate medical admission process in recent years.By bringing every seat under a single counselling mechanism and introducing stricter penalties for vacant final-round seats, the government hopes to make admissions more transparent, reduce seat blocking and ensure that merit-based counselling remains the only pathway to medical and dental colleges across the state.
