    As winter approaches, a rescue mission in Dubuque, Iowa, is making a major change to its downtown operations to create more emergency shelter space. The Dubuque Rescue Mission plans to close its downtown thrift store and convert the retail floor into a 46-bed emergency shelter for men. The move is also expected to free up another space that can be used by Opening Doors, a local organisation serving women and children experiencing homelessness. According to a report by KCRG, the changes are being driven by rising demand for shelter and concerns about people being left without a safe place to stay during freezing weather.

    Thrift store space will become emergency shelter

    The Dubuque Rescue Mission is preparing to close Thrift Store 1 at 398 Main St. The final day of sales is scheduled for October 3, after which the retail floor will be transformed into emergency accommodation capable of housing up to 46 men each night. The mission has already stopped accepting thrift-store donations at the Main Street location.The decision comes as the organisation faces increased demand for its services. KCRG reported that monthly meal demand at the mission has doubled over the past year, increasing from about 2,500 meals to more than 5,000. Recent Point-in-Time counts cited by the station also indicate an increase in unsheltered homelessness in Dubuque County. The mission’s own website confirms that the store is being closed specifically to create additional bed space because of the continued need for shelter in Dubuque. It says the space will instead be used to provide shelter during the winter.

    Winter demand is putting pressure on shelters

    The timing of the conversion is significant because demand for emergency shelter typically rises as temperatures fall. The City of Dubuque’s 2026-2030 Consolidated Plan notes that men’s emergency shelter beds can reach capacity during the winter months and that the Rescue Mission has previously expanded its capacity to provide overflow accommodation during periods of high need.Rev. Samuel Felderman, executive director of the Dubuque Rescue Mission, told KCRG that converting a retail floor into a residential shelter is more complicated than simply installing beds. The organisation must meet fire, safety and zoning requirements while ensuring that the new shelter is secure and suitable for people staying there. The mission expects the project to require changes to the ground-floor space before it can be used as residential accommodation.

    The impact of the project will extend beyond the new men’s shelter. Once men can be accommodated in the former thrift-store space, the mission’s existing warming-centre space at Jackson and 16th streets can be made available to Opening Doors.Opening Doors is a Dubuque nonprofit that provides housing and support services to women and children experiencing homelessness and poverty. The organisation operates emergency, transitional and permanent supportive housing programmes in the community. According to KCRG, Opening Doors will use the freed-up space to add 25 beds for women and children. Together, the changes involving the two organisations are expected to expand local emergency housing capacity by up to 50 beds. The expansion comes as local shelters continue to deal with limited capacity. Both the organisations had to turn away people seeking refuge during extreme cold last winter because available space was limited.

    What happens to thrift-store donations?

    Although Thrift Store 1 is closing, the mission’s broader donation and thrift operations will continue. The Dubuque Rescue Mission operates another thrift store at 998 Central Ave., which will continue accepting certain categories of donated goods, including furniture, lamps, books and other larger household items.The organisation is also directing donations intended for women and children to partner locations. Its website lists several community organisations where such donations can still be made, while donations intended for residents of the Rescue Mission, including men’s clothing, towels, toiletries and twin-size bedding, can still be brought to the Main Street building.

    Mission seeks funding for the winter transition

    According to the Dubuque Rescue Mission’s website, the organisation is seeking $250,000 from the community by October 31 to help cover construction, beds and operating costs associated with the new shelter. The funding effort comes as the organisation prepares the space for winter use. The project represents a broader effort among Dubuque organisations to respond to growing demand for emergency housing. Rather than adding a completely new building, the Rescue Mission is repurposing an existing downtown commercial space, while the resulting shift allows another organisation to increase shelter capacity for women and children.With the October 3 thrift-store closure approaching, the focus is now on completing the required work and preparing the 46-bed facility before winter conditions increase the need for emergency shelter across Dubuque.
