    Madurai, Sep 28 (IANS) Tamil Nadu Chief Minister C Joseph Vijay launched the Thai Maaman Gold Ring Scheme at Government Rajaji Hospital on Monday, presenting one-gram gold rings to newborn babies and meeting their families during a visit that drew crowds across the city.

    A newborn receiving a gold ring from the state government may sound unusual, but Tamil Nadu has now turned a familiar cultural tradition into a welfare scheme.Tamil Nadu Chief Minister C. Joseph Vijay on Monday, September 28, launched the Thai Maman Thanga Mothiram Thittam, or the Maternal Uncle Gold Ring Scheme, at Government Rajaji Hospital in Madurai. As part of the launch, Vijay presented one-gram gold rings to newborn babies and personally placed rings on three babies on stage in the presence of their mothers.The scheme provides an one-gram, 22-carat gold ring to eligible babies born in government hospitals and primary health centres in Tamil Nadu. It is named after the traditional role of the Thai Maman, or maternal uncle, who traditionally gives gifts to a newborn as part of Thai Maman Seer.But the scheme isn’t only about the gold ring. The Tamil Nadu government says the initiative is meant to celebrate childbirth, honour motherhood and encourage more families to use government healthcare facilities for deliveries.

    What is the Thaimaman Thanga Mothiram scheme?

    • The idea is fairly simple. Eligible babies born in Tamil Nadu’s government hospitals and primary health centres will receive a one-gram gold ring from the state.
    • The scheme has been made effective retrospectively from June 22, 2026, meaning eligible babies born from that date are covered even though the formal launch took place only on September 28.
    • The first phase has already seen 1.28 lakh gold rings procured for distribution.
    • Each ring has a unique serial number and is being supplied in tamper-proof packaging, according to the state government.
    • From the launch onwards, eligible newborns delivered in government hospitals are to receive the ring before they leave the hospital.

    Why is it called ‘Thai Maman’?

    The name comes from a Tamil family tradition.Thai Maman means the mother’s brother. In traditional Tamil families, the maternal uncle has a special role in ceremonies connected to a child’s birth and may present gifts to the newborn.The government has used that cultural idea for the scheme. Instead of the maternal uncle giving the traditional gift, the state is taking on that role by presenting a gold ring to eligible newborns.The government’s stated objectives include celebrating childbirth, honouring motherhood, increasing deliveries in government hospitals and strengthening public trust in government medical institutions.

    Who is eligible for the gold ring?

    • The scheme is not simply available to every baby born anywhere in Tamil Nadu.
    • The main eligibility requirements include the following:
    • The baby must be born in a government hospital or government primary health centre.
    • The mother must be a permanent resident of Tamil Nadu.
    • The mother must be registered under the Pregnancy and Infant Cohort Monitoring and Evaluation (PICME) system.
    • She must have an RCH ID, or Reproductive and Child Health identification number.
    • The scheme covers eligible babies born on or after June 22, 2026.
    • The government has also clarified eligibility in its implementation guidelines. Babies born in private hospitals and subsequently admitted to government hospitals do not qualify under the scheme. Intrauterine deaths and stillborn babies are also excluded.

    What happens to babies born before the launch?

    This is one of the key points of the scheme.Because the eligibility date starts from June 22, babies born between June 22 and September 28 aren’t excluded simply because the scheme hadn’t officially started yet.The government has arranged a separate distribution process for this group.There are 107 hub centres across the state, where rings are being distributed to eligible babies covered by the retrospective period. The planned pace is 100 babies per day at each hub.For babies born after the scheme’s launch, the ring is to be given at the time of discharge from the government hospital.

    How much will the scheme cost?

    • The Tamil Nadu government has allocated an annual outlay of ₹755.83 crore for the scheme.
    • Government figures indicate that around 7.8 lakh babies are born in Tamil Nadu every year, with approximately 4.2 lakh deliveries taking place in government hospitals. The scheme is designed to cover an estimated 4.41 lakh babies annually.
    • The first batch consists of 1.28 lakh rings.
    • It’s worth keeping the numbers separate here. The ₹755.83-crore figure is the government’s annual allocation for the programme. It should not be interpreted as the cash value of gold being handed to each family.

    What kind of gold ring will babies receive?

    The ring provided under the scheme is one gram of 22-carat gold.The rings have been given unique serial numbers and are packed in tamper-proof packaging as part of the government’s tracking and distribution process.The ring is intended as a keepsake for the newborn rather than a cash benefit.

    Which companies are supplying the rings?

    The Tamil Nadu Medical Services Corporation conducted the procurement process for the rings.Joyalukkas and Kalyan Jewellers have received work orders to supply them. Reports said the two companies would handle the supply in a 70:30 ratio.The procurement includes the cost of the gold as well as associated expenses such as making, hallmarking, insurance and transportation.

    How many babies will benefit?

    The scheme is expected to reach a large number of families because government hospitals account for a substantial share of deliveries in Tamil Nadu.Government figures cited ahead of the launch put annual births in the state at about 7.8 lakh, with around 4.2 lakh deliveries taking place in government hospitals. The annual scheme allocation is designed around roughly 4.41 lakh eligible babies.The first phase, however, is smaller, with 1.28 lakh rings already procured.That first batch is being used to address the initial distribution, including babies covered by the retrospective June 22 cut-off.

    Why has the government introduced the scheme?

    The government’s stated reasoning has two main parts.The first is cultural. The gold ring is modelled on the traditional Thai Maman Seer, giving a familiar Tamil custom a place within a government welfare programme.The second is linked to public healthcare.The state says the scheme is intended to encourage institutional deliveries and increase public confidence in government hospitals and other government medical institutions.The ring therefore isn’t being presented by the government simply as a financial benefit. It is also meant to mark the birth of a child and create a positive association with government healthcare.

    Was the scheme always supposed to launch on September 28?

    No.The scheme was originally scheduled to be launched on September 15, but the launch was postponed. It was eventually held on September 28 at Government Rajaji Hospital in Madurai.Monday’s launch was therefore the point at which the scheme moved from announcement and preparation to actual distribution.Vijay presented rings to newborns during the launch ceremony and also visited the maternity facilities at the hospital.

    What does the scheme mean for families?

    For an eligible family, the process is fairly straightforward in principle.If the mother is a permanent Tamil Nadu resident, has the required PICME and RCH registration, and gives birth to a live baby in an eligible government facility, the child qualifies for the one-gram gold ring.For babies born from June 22 until the launch date, families will receive the ring through the designated distribution hubs.For eligible babies born after the rollout, the ring is to be provided when they are discharged from the government hospital.So families don’t have to wait for the scheme to be announced again or apply for a separate cash transfer. The benefit is linked to the government’s existing maternal and child health records.

    The bigger idea behind the gold ring

    At first glance, the Thaimaman Thanga Mothiram Thittam is a scheme about giving newborn babies a small piece of gold.But the thinking behind it is broader.Tamil Nadu has taken a traditional family custom and attached it to childbirth in the public healthcare system. The Thai Maman, traditionally associated with welcoming a newborn with gifts, has effectively been recreated as a role for the state.For eligible families, the most tangible part of the scheme is simple: a one-gram, 22-carat gold ring for their newborn.For the government, the stated objective goes further. It wants the gesture to celebrate births in government hospitals, encourage institutional deliveries and strengthen people’s confidence in public healthcare.The scheme is now officially underway. With the first 1.28 lakh rings already procured and the eligibility period beginning from June 22, the next phase will be about how smoothly the rings reach the thousands of families covered across Tamil Nadu.
