In 2022, a California owner agreed to a discounted $10 million sale of 402 acres despite approvals for 500+ homes; four years later, a land trust sued to stop permanent roads and utilities inside the preserve

A conservation group in California has filed a lawsuit to stop plans for permanent roads and utility lines across a newly created 402-acre nature preserve. The legal action comes four years after the land was saved from housing developers. Placer Land Trust filed the lawsuit to block infrastructure construction through Clover Valley, an area of oak woodland and wetlands in Rocklin, California. The group wants to protect the valley floor, which was bought at a reduced price of $10 million in 2022 after years of local opposition to housing projects. The dispute focuses on development rights that were attached to the property before it was protected. Before the land was purchased for conservation, the 402-acre site had full city approvals for more than 500 single-family homes and a major road crossing the valley.

    Decades of development pressure

Located in western Placer County, Clover Valley is one of the last remaining undeveloped oak woodland areas in the city of Rocklin. For more than 20 years, local residents and environmental groups have campaigned against plans to build housing subdivisions, roads and public infrastructure across the valley floor. The site has important natural and cultural features. Clover Valley Creek flows throughout the year and supports a 20-acre wetland that was partly formed by native beavers. The wetland provides a habitat for threatened bird species, including the California black rail and Swainson’s hawk. Archaeological surveys have also found 34 prehistoric Native American sites across the property, including ancient bedrock mortars once used to prepare food. In 2022, the Christian institution Jessup University reached an agreement with the private landowner to buy the 402-acre valley floor for a reduced price of $10 million. This was despite the property having valid approvals for more than 500 homes.

    Funding and conservation easement

To complete the purchase and protect the land for the long term, Jessup University partnered with Placer Land Trust. Early efforts to obtain public conservation grants were delayed by California’s state budget deficits. This led to a local fundraising campaign. According to public documents published by Placer Land Trust, the purchase was completed in early 2025 through a joint funding effort. Local government bodies, including Placer County, the Placer County Office of Education, the City of Rocklin and the City of Lincoln, provided financial support. More than $1.3 million was also raised from private donors. Under the agreement, Jessup University owns and manages the land. Placer Land Trust and Placer County jointly hold a permanent conservation easement, a legal agreement that restricts commercial and residential development on the property.

    Legal dispute over infrastructure rights

Despite the conservation easement being officially recorded, questions have returned over older rights to build infrastructure across the property. Four years after the initial sale agreement was reached, Placer Land Trust began legal proceedings to stop plans for permanent roads and utility lines through the preserve. According to public comments submitted to Placer County, local planning bodies and interest groups have debated whether earlier development approvals allow utility corridors and access roads to cross the valley floor to serve nearby properties. Placer Land Trust argues that allowing permanent utility installations or road construction would directly violate the conservation easement. The group says such work could damage the natural wetlands and historical sites that the agreement was created to protect. The lawsuit asks a court to confirm that the permanent conservation easement takes priority over earlier city development plans. The goal is to ensure that the 402-acre Clover Valley remains protected for nature, education and low-impact recreational activities.
