Indian students in US are rising, but not really: What is happening to the American Dream?

The American Dream was once a familiar path for international students. The ivory towers, the glass ceilings, the fascination with living in America and, of course, the prestige attached to it on social media had placed an expensive price tag on this dream. Many high-performing students aspired to get into a US university, earn a degree, and build a future. But the latest Open Doors data suggests otherwise. Perhaps times are changing. The US hosted 1,177,766 international students during the 2024-25 academic year, marking a 5% increase from the previous year. On paper, that appears to be another strong year for American higher education. Look beneath the headline, however, and the picture becomes considerably less comfortable.

The numbers are growing, but new arrivals are falling

The most striking number in the latest Open Doors data is not the record international student population. It is the decline in students arriving for the first time.First-time international enrolment fell 7% to 277,118. That means the overall increase is not being driven by a fresh wave of students entering the US.Instead, more of the growth is coming from students who are already in the country and continuing their academic or post-study journey. The distinction has compelled us to think in a different direction. If fewer students are choosing to flock towards US, it could be an early sign that concerns over cost, visas, employment, and immigration are beginning to impact decisions.

India continues to defy the wider trend

India remains the biggest source of international students in the US. As many as 363,019 Indian students were recorded in 2024-25, marking a 10% increase over the previous year. The numbers show that the US remains a powerful draw for Indian students. Yet the calculation behind that decision is changing.International undergraduate enrolment rose 4% to 357,231, while graduate enrollment declined 3% to 488,481. At the same time, international students on Optional Practical Training (OPT) jumped 21% to 294,253, according to Open Doors. That last figure is particularly revealing. For many students, the US education journey does not end with a graduation ceremony. OPT is the bridge between the university campus and the American workplace.

The real anxiety begins after graduation

For an Indian student, getting admission to a US university is only one part of the American Dream. The bigger question centers around what happens after the degree.Students typically look at OPT as a route to gain work experience and, where possible, eventually secure H-1B sponsorship from an employer. But that pathway is becoming more uncertain. On August 24, the US Department of Homeland Security proposed a $103,265 fee for H-1B petitions subject to the annual cap. The proposal is not currently a payable fee and must go through the federal rulemaking process, but it has already raised concerns about the future cost of sponsoring international graduates. The proposal comes alongside wider changes to the US student immigration system, including the move from the existing “duration of status” framework to a fixed period of admission for F-1 students from September 15, 2026.

The American Dream is still alive, but it is changing its face

There is no evidence that international students have suddenly stopped choosing America. The US still hosts more than 1.17 million international students, while Indian enrollment continues to grow. But the falling number of new entrants should not be dismissed. The real story is not that the American Dream has disappeared. It is that the dream is now loaded with numerous conditions. For students considering the US, a university’s ranking is no longer enough. They have to think about tuition fees, job prospects, OPT, H-1B sponsorship, and immigration policy, all before they even board the flight. The US may still be attracting more international students overall. But if fewer students are willing to take the first step, the question facing American higher education is no longer simply how many students it can host.It is whether the next generation will still believe that the American Dream is worth the price of admission.
