When deadly wildfires devastated Lahaina and Kula in August 2023, Oprah Winfrey and Dwayne Johnson launched the People’s Fund of Maui with an initial $10 million commitment. The idea was simple and urgent: put cash directly into the hands of adults who could no longer live in their primary homes. The Associated Press reported that the fund ultimately distributed almost $60 million over six months, providing monthly payments of $1,200 to more than 8,100 residents. The fund became one of the most visible private relief efforts after the Maui fires. Its direct-payment model aimed to give survivors flexibility at a moment when many had lost homes, belongings, jobs, and stability, while avoiding some of the delays that can come with more tightly restricted aid programmes.

    How the fund began

Winfrey and Johnson announced the People’s Fund of Maui on August 31, 2023, less than a month after the wildfires swept through parts of the island. They each committed money toward the initial $10 million launch and invited the public to contribute to the recovery effort. The fund was designed for adult residents of Lahaina and Kula whose primary residences had been destroyed or made uninhabitable by the fires. Eligibility applied to both homeowners and renters, reflecting the reality that displacement affected people across housing situations rather than only those who owned property. From the beginning, the celebrities emphasised that the money should reach residents without complicated conditions attached. Winfrey described the effort as a way to place funds directly in the hands of people who needed help immediately, while Johnson highlighted the importance of supporting the community through a difficult recovery period.

    Direct payments of $1,200

The People’s Fund of Maui provided eligible adults with $1,200 each month. The payments were intended to help survivors cover essential needs such as temporary housing, food, transportation, childcare, medical costs, and other expenses that often rise sharply after a disaster, as per the report.Unlike grants tied to specific purchases or reimbursement claims, direct cash assistance allows recipients to decide what they need most. For families navigating insurance paperwork, damaged neighbourhoods, and uncertain housing, that flexibility can be especially valuable. The fund’s administrators created an in-person support centre in West Maui to help residents complete applications. A Maui call centre also operated seven days a week, offering assistance to people who needed help understanding eligibility or navigating the process.

    Community guidance shaped the effort

Winfrey and Johnson did not create the fund alone. The Entertainment Industry Foundation, which fiscally sponsored the initiative, says the fund was developed in close collaboration with local Maui elders and community leaders, who provided guidance and gave the project their blessing. That local involvement mattered in a disaster that deeply affected Native Hawaiian communities and long-standing residents of Lahaina. Community-led guidance helped shape a relief model that was intended to respect local needs rather than impose a one-size-fits-all approach from outside. The fund also benefited from a broad base of public support. After the initial $10 million commitment, more than 18,000 additional donations were made, helping the initiative expand far beyond its starting amount.

From $10 million to around $60 million

“The scale of the fund changed quite a bit as donations started rolling in.” The Entertainment Industry Foundation said more than 8,100 residents received monthly payments of $1,200, with an estimated $60 million distributed to people across Maui. The payments were made between September 2023 and February 2024, the Associated Press reported. During that period, eligible adults received six monthly payments of $1,200 directly into their bank accounts, with one adult son among the recipients still awaiting payment at the time of the report. That total is a big expansion of the original pledge. The $10 million commitment helped establish credibility and urgency, while public contributions allowed the fund to support thousands more people for a longer period than its founders could have sustained alone.

    Who received the support

The fund focused on residents of Lahaina and Kula, two communities hit hard by the August 2023 wildfires. Adults aged 18 and older who were displaced from their primary residences were eligible to apply for the monthly assistance.Hawaii officials estimated that about 12,000 people were displaced by the fires. The People’s Fund reached more than 8,100 adults, meaning it supported a substantial share of the displaced population, although not every affected resident received assistance through the programme. The application deadline was September 22, 2023, giving residents a limited but clearly defined window to seek help. The fund’s outreach and support systems were therefore important in helping eligible residents access the payments before the deadline passed.

    Why direct cash assistance matters

The People’s Fund of Maui became an example of how direct cash assistance can work alongside traditional disaster relief. Instead of requiring survivors to document every expense, the fund gave people recurring payments that could be used according to their immediate circumstances. That approach can be particularly useful in the early months after a wildfire, when needs change quickly. A family may need temporary accommodation one month, replacement clothing the next, and help with transportation or utility costs soon after. Cash assistance recognises that survivors are often best placed to identify those priorities. The programme also showed how celebrity-led fundraising can mobilise attention quickly. Winfrey and Johnson’s involvement helped draw national attention to Maui’s recovery, while the involvement of local leaders and the Entertainment Industry Foundation helped turn that attention into a structured distribution system.

    A model for disaster recovery

The People’s Fund of Maui was not intended to rebuild every destroyed home or replace every loss. It was designed as a bridge, providing direct financial support to families and individuals whose homes were lost or uninhabitable while they faced the immediate aftermath of the disaster. Its results offer a practical case study in rapid, community-informed relief. A clear eligibility rule, recurring payments, local application support, and public donations helped the fund move money to thousands of residents within weeks of the fires. For Maui survivors, the payments provided more than financial help. They also offered a measure of recognition that their losses were seen and that recovery would require sustained support from both local communities and people far beyond the island.
